Robert Wingo is Of Counsel at Pierce Coleman PLLC. A graduate with distinction from The University of Oklahoma College of Law, Robert began his legal career as a prosecutor and then criminal defense attorney, refining his litigation abilities in the courtroom before judges and juries in criminal matters.

In 2007, Robert transitioned to a municipal civil practice as in-house legal counsel for the City of Page, Arizona. During his tenure with Page, Robert became well-versed in the myriad of complex legal issues government entities face in their day-to-day administration, as well as skilled in identifying and implementing creative solutions to those issues. In collaboration with the Page City Attorney, Robert was instrumental in revolutionizing the City’s operations by establishing and implementing policies and procedures pertaining to general governance, employment, risk management, finance, procurement, land use, and Planning and Zoning. He also represented the City’s Electric Utility in litigation and transactional matters involving federal agencies. Recognizing his achievements, Robert was appointed City Attorney by the Page City Council in March 2012.

In December 2013, Robert accepted the Chief Deputy Attorney position for the City of Surprise, Arizona, and was soon thereafter appointed City Attorney; a position he would hold for nearly ten years. During his tenure with Surprise, Robert had oversight of all legal matters impacting the rapidly growing City, further honing his capabilities, and gaining experience in public entity law, land use, employment law, risk management, transactional and contract law, and state and federal legal compliance. By developing relationships, trust, and confidence in his legal prowess with all levels within the organization (from city council to line level staff), Robert was able to advance city-wide initiatives and objectives while mitigating risk, reducing legal exposure and liability, and greatly reducing the number of active lawsuits against the City. Specifically, he negotiated the settlement of several long-standing, multimillion dollar lawsuits pertaining to Development Impact Fees and Breach of Development Agreements on terms favorable to the City, as well as provided legal oversight and direction to navigate, from concept to completion, a complex acquisition of a public water utility and accompanying water rights.
