Allen H. Quist

Allen H. Quist is a Partner at Pierce Coleman PLLC and focuses his practice on representing Arizona cities, towns, and public entities. He serves as primary municipal counsel for the Town of San Tan Valley, the Town of Gila Bend, and the City of Holbrook.

Allen’s municipal practice is built around practical, day-to-day problem solving for local governments. He advises mayors, councils, managers, clerks, department directors, planning and zoning commissions, boards of adjustment, and other public officials on the legal issues that arise in public service. His work includes land use and zoning, development agreements, municipal code drafting, public records, open meeting law, procurement, elections, intergovernmental agreements, public law litigation, and general municipal operations.

Since joining Pierce Coleman in April 2023, Allen has worked on significant municipal projects for communities across Arizona, including San Tan Valley, Gila Bend, Holbrook, El Mirage, Tolleson, Fountain Hills, Camp Verde, and Phoenix. He played an important legal role in San Tan Valley’s successful incorporation after multiple prior incorporation efforts spanning nearly two decades. He now serves as primary legal counsel to the Town as it builds the legal and operational framework for Arizona’s newest municipality.

Allen also brings substantial litigation and courtroom experience to his public law practice. Before joining Pierce Coleman, he served as a felony prosecutor for the Pinal County Attorney’s Office, where he handled hundreds of criminal matters and served as lead trial attorney in twenty-three felony jury trials. He later served in the Civil Division of the Pinal County Attorney’s Office, where he advised the Pinal County Board of Supervisors and provided general counsel and litigation support to multiple county departments. He also served as counsel to the Pinal County Planning and Zoning Commission and Board of Adjustment.

Allen’s background gives him a practical understanding of how local governments function, how public decisions are made, and how legal advice affects day-to-day operations. He is committed to helping Arizona communities solve problems, reduce risk, and serve their residents effectively.
