Joseph D. Estes

Joseph “Joe” Estes is a Partner at Pierce Coleman PLLC, Arizona’s leading municipal law firm, representing cities, towns, and public entities throughout Arizona. Joe has over 25 years of litigation and government law experience. He serves as the primary City and Town Attorney for multiple Arizona municipalities and advises other public entities, elected officials, and boards on complex legal and governance matters throughout the state.

As an experienced municipal attorney and litigator, Joe represents his clients in all aspects of state and federal court and administrative proceedings. He is licensed to practice law in Arizona and Nevada and is admitted before the U.S. District Courts for Arizona, Nevada, and Colorado, as well as the U.S. Court of Appeals for the Ninth Circuit.

Before joining Pierce Coleman, Joe served as an Assistant City Attorney for the City of Yuma, the City Attorney for the City of Page, and an Assistant Attorney General for the Arizona Attorney General’s Office. His extensive public-sector background gives him a unique understanding of the operational, legal, and political challenges facing Arizona local governments.

In addition to his legal experience, Joe previously served on the first Planning and Zoning Commission for the City of Maricopa and later served as an elected Councilmember on the Maricopa City Council. His combined experience as both a municipal attorney and elected official provides rare insight into municipal operation, governance, land use planning, economic development, and public policy in Arizona.

Joe is a veteran of the U.S. Air Force, where he was initially trained as an Arabic Linguist and held a top-secret security clearance. He earned his B.S., cum laude, from Wesley College while on active duty, and his J.D. from the UNLV William S. Boyd School of Law, also while working full-time. His background reflects the work ethic and practical perspective he brings to every client representation.
