Jessica Silva is Of Counsel at Pierce Coleman PLLC, where she advises public and private sector employers on complex personnel matters, workplace investigations, and compliance with federal and state employment laws. She provides practical, strategic guidance to management on sensitive employment decisions, organizational risk, and workforce management issues.
Jessica regularly counsels employers on employee discipline and termination, workplace misconduct, harassment and discrimination claims, policy development, and personnel administration. She has extensive experience conducting and advising on internal investigations and assisting leadership in navigating high-risk employment situations requiring sound judgment, discretion, and timely decision-making.
Before entering private practice, Jessica served nearly two decades in public service, where she held senior legal roles advising executive leadership, department heads, and law enforcement agencies on employment law, personnel policies, and organizational governance. Her public sector experience includes service as a prosecutor and as legal counsel to police leadership, where she provided legal guidance on personnel matters, internal investigations, policy compliance, and risk management. This background gives her a practical understanding of the operational realities facing public safety agencies and government employers.
A two-time Wildcat, Jessica received her J.D. from the University of Arizona and a B.A. in Psychology, also from the University of Arizona. She is admitted to practice in Arizona and the Federal District Court of Arizona.
In her free time, Jessica enjoys spending time with her family and friends, playing golf, and practicing yoga.
