Amy B. Chan is Of Counsel at Pierce Coleman PLLC, where she focuses on election and municipal law. She brings over two decades of legal and public service experience, with a career rooted in Arizona’s government, legislative, and regulatory systems.
Amy served as General Counsel to the Arizona Secretary of State from 2022 to 2025, advising on legal strategy, election law, campaign finance, and regulatory compliance. She previously served as State Election Director from 2009 to 2013, overseeing the administration of statewide elections, voter registration systems, and the Arizona Election Procedures Manual.
From 2017 to 2025, Amy was a Commissioner on the Arizona Citizens Clean Elections Commission, where she helped implement voter education initiatives, public campaign financing, and voter-approved campaign finance transparency laws aimed at dark money.
Her legislative experience includes serving as General Counsel and Policy Advisor to the Arizona Senate Majority, and as a research analyst in the Arizona House of Representatives. She has also held legal roles with the Arizona Corporation Commission, Department of Corrections, and Department of Real Estate.
Amy was admitted to the Arizona Bar in 1999 and certified as an Arizona Election Officer in 2002. She holds a J.D. from Arizona State University and a B.A. in Spanish from the University of Arizona.
